I would recommend a combination treatment of fractionated non-ablative laser and an IPL.

The scar tissue extends down below the first layer of the skin so you should do a treatment that addresses that depth.
I recommend micro needling sessions alternated with fractionated non-ablative laser.

Micro- needling in combination with ablative laser- we use Erbium YAG- less down-time than CO2 with same results.
We alternate between the 2 meaning
week 1- Erbium YAG
week 2- Micro-needling
week 4- Erbium YAG
week 6- Micro-needling
week 8- Erbium YAG
week 10- Micro-needling
week 12- Erbium YAG
week 14- Micro-needling
week 15- Erbium YAG

The answer is probably YES. Estrogen helps acne because is increases levels of hormone binding protein. The hormone binding protein binds testosterone and other androgens.
