The excess you are mentioning is usually caused by excess fat pad in this area which is quite common. This can be improved on with either open removal or liposuction.

There is a large variability in availability of Breast reduction. But generally speaking BMI needs to be 27 or below. & around 2-3 cup size reduction. Your GP should be able to help further.
