Absolutely.
The contour of the upper part of your ear would certainly be amenable to surgical repair. This would likely be a straightforward procedure that could be done in the office under local anesthesia and little, if any, sedation.
I recommend consultation and in-person physical exam with a board-certified plastic surgeon in order for you to get the best assessment and treatment recommendations.

This complaint entails a level of difficulty that is often underappreciated by both patients and surgeons. Looking at your photos, I would predict that you are likely dissatisfied with the slope of the skin at the front of your neck.
