Have them done at the same time. Ask your plastic surgeon if he can do it for you as he will probably be able to. If not ask if he can arrange for you to see a general surgeon in advance and ask if they can operate together.
One thing to be aware of is the potential of damage to the blood supply of your umbilicus (belly button) when an umbilical hernia and an abdominoplasty are performed together. It should be quite OK if both surgeons are aware of this potential problem.

Your implant size should fit your fame and overall physique.
The width of your breast is the single most important measurement. It dictates the correct width of the implant for you.
Next is the height of your nipple measure from your collar-bone. This helps determine the vertical height of your implant.
Last is how much you want your breasts to project forward. this is really up to you.
I urge you to consider how you want to look, natural or obvious, especially with height…

Have a full abdominoplasty. your muscle needs full repair and ask about having 2 muscle tightenings on each side as well. This will bring your waist in more. I have no doubt you will obtain a better result with a full abdoplasty.

Belly buttons are notorious for thickened scars. It is often related to your genetic make-up, so it can be a challenge. Talk to your surgeon about steroid injection and re-excision of the scar.

It would be wise to drop back and see your surgeon. It looks to me that the implant may be sitting low on your chest. This can be disguised by swelling early on.

Your skin and muscle are quite stretched. You don’t have significant fat excess in your upper abdomen, but you do have some excess on your upper hips. You have lost some definition of your waist.
A full abdominoplasty with a central muscle repair and 2 lateral tightenings in combination with some judicious hip suction would work well for you.
The liposuction may be able to be done at the same time as the abdoplasty or your surgeon may prefer to postpone it until you are recovered and he…

Slim and fit. Low BMI.
You don’t need big implants to make a big change in your figure.
For style and elegance, think smaller and perhaps shaped.
For fuller less natural look, go larger and round.
