Similar to the responses, I think fat grafting is your best option. Although instead of just injecting fat into the defected area, there is a cannula that can be used to first separate and release the scar tissue from the underlying structures. It will allow the fat to survive better by making space instead of just injecting it under all pressure if the scarred area. Three weeks seems like a lifetime while recovering but your body most likely needs time to recover. I find that time and exercising the affected muscle(s) helps them to respond a bit quicker by frowning, puckering your lips, smiling, etc. Swelling and bruising on or around the nerve may have blocked the connection to the facial muscles that you are trying to use. The hardness from liposuction is swelling. Manual massaging can help that fluid drain quicker.

Bleeding is always normal when you have a surgical procedure. Vessels and tissue were separated and cauterized. It is possible that a vessel that was cut and coagulated has began to bleed again, which can happen from blood pressure rising, movements using upper body muscle, etc. The blood will want to exit the path of least resistance, which is unfortunately through your incision. Without  fotos, it would be hard to give you an opinion. Historically, tuberous Breast will not get better with implant alone. It requires very specific gland scoring during the initial surgery to allow for the stretch and roundness. The position if the implant has to be kept at the fold and not lower. Textured implants will not drop like smooth implants do. At this time, you have developed a capsule around the textured im plants and they will not move. Your breast seems ptotic. You could do a vertical lollipop lift of the breast tissue and this will correct the look of the breast. At the same time, you could drop the implants and position them at the right level.
