It is certainly safe to do all three at the same time. What you're describing should be 2 1/2 to 3 hours of surgery. This is completely safe and can be done on an outpatient basis. You certainly want all these areas addressed at the same time to circumferentially treat your torso. You want the front to match the back.

It is safe to perform a neck lift at the same time as a tummy tuck. I would strongly recommend spending one night in the hospital or another observation facility. Pain control, adequate hydration, and mobilizing out of bed are essential after a long procedure. You may need nursing assistance to do this right after surgery. You may also inquire about your surgeon using a pain catheter in the area of the tummy tuck. This will dramatically facilitate mobilization and assist overall pain control.

Being close to your ideal weight before a tummy tuck will not only give you better results, but you will have momentum after surgery as your activity level returns to normal. This will help you maintain your weight and your results. I personally don't mind an extra five or 10 pounds.
