NO. This is impossible. Veneers are only possible if there are teeth present. Partial dentures or a bridge may be a good option.

Yes, this is possible. Dental implant are either cemented or screw retained and it would be best to talk to the doctor that placed the implants or a general dentist that works with them to see what would be the best course or treatment for you.

I would recommend seeking out a dental clinic within the community or surrounding areas. Sometimes they can offer financial help. This tooth at minimum needs a filling but can be fully diagnosed after an exam. There is no over the counter options I can recommend, unfortunately. Good Luck
