You may want to fillers + Dysport. Fillers would be a good supplement for the lower face; hopefully you won't have the flu-like syndrome with Dysport (although it's still possible)

Titan laser can be done to tighten skin in any skin type or tone. Of course, you have to find a physician with a lot of experience with this laser to achieve optimal results.
